The Office of Research, Innovation & Commercialization (ORIC) at Qarshi University (QU) serves as a dynamic hub for fostering research excellence, innovation, and collaboration. Committed to advancing knowledge and driving positive change, ORIC plays a pivotal role in facilitating research activities, promoting innovation, and bridging academia-industry partnerships.

ORIC-QU is led by Dr. Rashid Saif, guided by the visionary leadership of the VC-QU , where we are dedicated to supporting faculty, researchers, and students in their pursuit of groundbreaking research initiatives across diverse disciplines. Our office provides comprehensive support and resources to enable researchers to conduct high-impact research, secure funding, and disseminate their findings through scholarly publications and conferences.

Moreover, ORIC promotes innovation and entrepreneurship by nurturing a culture of creativity, problem-solving, and collaboration. Through various programs, workshops, and initiatives, we encourage the development of innovative solutions to address real-world challenges and drive economic growth and development.

International Exposure and Professional Experience:

  • University Roles: With over a decade of experience as an Assistant Professor and Tenured Associate Professor at the University of Portland, Oregon, USA, and Kuwait University, Kuwait, from August 1988 to December 2001, Dr. Syed Mansoor Sarwar has held significant academic positions. The University of Portland and Kuwait University are UNESCO-listed institutions. He served as the elected Secretary of the University of Portland’s Academic Senate (1996-97) and Chairman of the Presidential Advisory Committee on Information Technology, the largest and most influential of all Presidential Advisory Committees at the University of Portland, Oregon.
  • Statewide Involvement: While residing in Oregon, Dr. Syed Mansoor Sarwar was appointed as a member of a powerful Statewide Steering Committee to develop selection criteria and assist in the recruitment process for the Oregon Commission on Asian Affairs, which was established in 1995 through a legislative process. This role was a gubernatorial appointment, and he was the only member chosen from South Asia and neighboring regions.
  • Global Training: Under the USAID-sponsored Higher Education System Strengthening Activity (HESSA) project, Dr. Syed Mansoor Sarwar accompanied more than 10 Vice Chancellors from various Pakistani universities to the University of Utah and Washington, D.C., in July 2022, and Incheon Global Campus, South Korea, in March 2023, for training programs and meetings. He engaged with faculty members, senior leadership at universities, and officials from the U.S. State Department and USAID.

National-Level Professional Contributions:

  • Chairman of NCEAC:  As the founding member, Vice Chairman, Acting Chairman, and current Chairman of the National Computing Education Accreditation Council (NCEAC) under Pakistan’s Higher Education Commission (HEC), Dr. Syed Mansoor Sarwar has played a pivotal role in establishing and operating NCEAC, modeled after the Accreditation Board for Engineering and Technology (ABET) and Computer Science Accreditation Board (CSEB). His leadership has been instrumental in accrediting over 400 computing programs across more than 130 higher education institutions in Pakistan.
  • Board Memberships: Mansoor Sarwar has also served as a member of the Board of Directors for the National ICT R&D Fund, Islamabad, and the Punjab Information Technology Board (PITB), chaired by the Chief Minister of Punjab. He was also the Chair of the UNESCO International Institute of Online Education (IIOE) in 2021.

  • Nominations: Mansoor Sarwar was nominated by the Electrical and Computer Engineering (ECE) Department at Iowa State University for the Anson Marston Medal in 2021 and again in 2023. This prestigious award recognizes distinguished alumni for outstanding achievements in advancing engineering science, technology, or policy with national and international impact.

Dr. Syed Mansoor Sarwar is the first author of six textbooks on UNIX and Linux operating systems, published by Addison-Wesley, Boston, USA, and CRC Press/Taylor & Francis, Boca Raton, Florida, USA. His books have been adopted by over 200 U.S. colleges and universities, including the University of Texas at Austin, University of North Carolina at Chapel Hill, University of Arizona, Stevens Institute of Technology, University of California at Santa Barbara, and Syracuse University. These textbooks are also being used in several other countries, including Canada, the UK, Belgium, and Australia. Chinese and Spanish translations of his books are utilized in China, Hong Kong, Spain, and Mexico. More than 50,000 copies of his books have been sold worldwide.

Notably, “UNIX: The Textbook, Third Edition,” was published on October 10, 2016, and “Linux: The Textbook, Second Edition,” was published on September 18, 2018. The U.S. Navy is using “UNIX: The Textbook, Third Edition” for one of its training programs.
